Mr. Jack Payne, age 82, Telford, our awesome dad, went to be with his Heavenly Father on Wednesday, June 7, 2023.
Mr. Payne was born January 25, 1941. He was a lifelong resident of Washington County and the son of the late Welzie & Pauline Bradley Tipton. He was preceded in death by his wife Norma Jean Payne, his siblings, Jimmy Lou Feeks, Lorraine Bolus, John Tipton and Doris DeLagle.
He attended Telford Baptist Church in his early years and was a member of Bowmantown Baptist Church.
Mr. Payne graduated from Lamar High School and after graduating he joined the Marine Corps at Camp Lejeune in North Carolina. He served from 1960-1964. At the end of his service to our Country, he married Norma Jean Ward and started his family.
He was employed at Eastman Chemical Company in Kingsport for many years.
Those left to cherish his memory are his children, Janet Payne Baker and husband Sonny and Tamie Payne McKinney; his grandchildren were the highlight of his life, Jack Baker, Jordan Baker, Michael McKinney and wife Katie and Courtney “ Sugar Bump” McKinney; great-grandchildren, Rhett Baker, Sylvia and Vivian McKinney; siblings, Virginia Payne Clarke, Darryl Tipton, Linda Tipton, Vaughn (Teresa) Tipton.
Graveside services will be conducted 2:00 PM Sunday, June 11, 2023, at Fairview Cemetery with Pastor John Moore officiating.
Pallbearers will be family.
Memorial donations may be made to St. Jude’s Children’s Hospital 501 St. Jude’s Place Memphis, TN 38105.
So sorry to hear this, I only worked with Jack a short time at Eastman, but went to school with his daughters and became friends with his daughter Janet. He was such a great man to work for and with and I will always remember our times together.
Went to school with Jacks daughter and became friends with his daughter Janet, went to work at Eastman a few years later and Jack was one of my first Supervisors. Thought the world of him and will always have fond memories of our times together. Prayers for Janet , Tamie and the family

Jack and my Dad, Fred Francisco worked at Eastman together for many year. I knew Jack from work also, but we worked in different departments. My Dad and I thought the world of Jack. My condolences to his family and to his friends. He was a fine man.
Jack was a blessing to me for many years. His kindness never faltered and he always had a kind word for me. His work ethic was impeccable and I always knew if Jack was at work his area would be 110%! Jack was more than an associate but a true friend. Although Jack retired in 2021, his name is brought up often at work for his dedication and outstanding demeanor. Tammy, I know you will miss your Daddy for he is truly one of the greatest men to ever grace me with his presence.
