Mr. Billy E. McKinney, age 76, Johnson City, passed away Thursday, October 10, 2013 at the Johnson City Medical Center.

Mr. McKinney was born in Bluff City and son of the late William P. & Dora Dewey McKinney. In addition to his parents, Mr. McKinney was also preceded in death by his wife, Betty Thompson McKinney, a son-in-law, Richard Richardson and two brothers, Johnny McKinney and William McKinney, Jr.

He was a Finance Manager.

Survivors include one daughter, Lisa Richardson, Johnson City; granddaughter, Melanie Richardson, Johnson City; sisters, Betty Joe Manning, Bluff City and Iola Shephard, Alabama; nephews, Dean Ray, Steve Ray and Jeff Ray, Danny Shephard and Mark McKinney and Mike McKinney; nieces, Margaret Ann Shephard and Deanna McKinney.

Graveside services will be conducted 11:00 am Monday, October 14, 2013 at Washington County Memory Gardens with Minister Tony Hoss officiating.

Pallbearers will be family & friends.
